Establishment of 35 Active and Adapted Care (PASA) centers

The Auvergne-Rhône-Alpes regional health agency is calling for applications in 2024 for the creation of 35 new centers for adapted activities and care (PASA) in all departments of the Auvergne-Rhône-Alpes (ARA) region.

There are currently 249 adapted leisure and care centers in the region. The rollout of PASA is planned in the Auvergne-Rhône-Alpes Regional Health Plan 2023/2028 (SRS).

Adapted activity and care centers are structures created on the basis of hostels for elderly dependent people (Alzheimer’s Plan 2008-2012).

PASA welcomes nursing home residents with mild behavioral disorders, particularly as a result of the neurodegenerative disease associated with dementia syndrome, that alter the quality of life of the individual and other residents.

These structures offer individual or group activities throughout the day that help maintain or rehabilitate the abilities of people suffering from neurodegenerative diseases.

Instruction No. DGCS/SD5B/DSS/SD1A/CNSA/DFO/2023/60 dated May 15, 2023 on guidelines for the budget campaign for medical and social institutions and services hosting people with disabilities and the elderly for the 2023 fiscal year delegates funding to create new PASAs in the region as part of a new measure aimed at increasing the medicalization of EHPAD.

In order to implement the roadmap for neurodegenerative diseases for 2021-2022, the ARS Auvergne-Rhône-Alpes announces a call for applications for the recognition of 35 new centers of activity and adapted care.

PASA should be offered :

• An EHPAD with a minimum capacity of 80 permanent residences and no PASA in its facility.
• PASA will be designed and funded for 14 places.
• The PASA must be able to operate from 1 October 2024 and no later than 1 March 2025 in suitable premises, which must therefore be available to commence operations no later than this date.

Applications: The application window is open until midnight on Friday 28 June 2024.

The settings will take effect from October 1, 2024 and no later than March 1, 2025.
