Behind the scenes, all eyes are on one and the same actor: the National Union of Air Traffic Controllers (SNCTA). The majority union of air traffic controllers, with 28 percent, is pulling the strings of negotiations with the General Directorate of Civil Aviation (DGAC) and the Ministry of Transport.
